In order to get, if possible, more trustworthy information and a clue out of the labyrinth, they gave directions to Mr. Nicholls to proceed to Ireland, taking with him the reports of the Commissioners of Inquiry, and there to examine how far it might be judicious or practicable to offer relief to whole classes of the poor; whether of the sick, the infirm, or orphan children; whether such relief might not have the effect of promoting imposture without suppressing mendicity; whether the condition of the great bulk of the poorer classes would be improved by such a measure; whether any kind of workhouse could be established which should not give its inmates a superior degree of comfort to the common lot of the independent labourer; whether the restraint of a workhouse would be an effectual check to applicants for admission; and whether, if the system were once established, the inmates would not resist by force the restraints which would be necessary. He was further to inquire by what machinery the funds for carrying out a Poor Law system could be best raised and expended. He was dispensed from inquiring as to the extent and the occasional severity of the destitution, though he properly questioned the estimate of 2,385,000 as being excessive, and it was no doubt a great exaggeration. On this point, Mr. Nicholls thought it enough to state at the end of his mission that the misery prevalent among the labouring classes in Ireland appeared to be "of a nature and intensity calculated to produce great demoralisation and danger." His first report was delivered on the 15th of November, 1836. His attention had been particularly directed to the south and west, "everywhere examining and inquiring as to the condition of the people, their character and wants; and endeavouring to ascertain whether, and how far, the system of relief established in England was applicable to the present state of Ireland." The British Cabinet having come to the conclusion that the Duke of Wellington ought not to abstain from attending the Congress because of its meeting in an Italian city, and thinking so himself, he set out for Verona, after a fortnight's sojourn in Vienna.As a rumour of the approaching visit of Lord Howe had reached the Spanish camp, all was in haste to anticipate his arrival, and take the huge fortress before he could succour it. ONE:The debates and voting on these three questions occupied the Convention till late in the evening of the 17th. On the first question thirty-seven pronounced Louis guilty, but proposed only that he should be taken care of for the general safety; six hundred and eighty-three declared him guilty simply; and, as the Assembly consisted of seven hundred and forty-nine members altogether, there was a majority affirming his guilt of the whole, except twenty-nine members. He was therefore declared, by the President, guilty of conspiracy against the liberty and safety of of State. ONE:Some of the offenders in this "Bottle Riot," as it was called, were prosecuted. Bills against them were sent up to the grand jury of the city of Dublin. But as this body had a strong Orange animus, the bills were thrown out. Mr. Plunket then proceeded by ex-officio informations, which raised a great outcry against the Government, as having violated the Constitution, and a resolution to that effect was moved by Mr. Brownlow in the House of Commons. It turned out, however, that his predecessor, Mr. Saurin, one of his most vehement accusers, who alleged that the course was altogether unprecedented, had himself established the precedent ten or twelve years before. THREE:The Americans had marched on the evening of the 16th with orders to make themselves masters of Bunker's Hill. By some mistake, they had planted themselves on Breed's Hill, and instantly began to throw up a formidable redoubt and entrenchments, and to place their guns in battery. Gage then ordered a detachment of troops, under the command of General Howe and Brigadier Pigott, to drive the Americans, at all costs, from that position. It was noon before Howe crossed the river and landed on the Charlestown peninsula; but then Howe perceived the strength of the Americans to be greater than had been supposed, and, halting, he sent for reinforcements. They advanced up the hill, formed in two lines, the right headed by General Howe, the left by Brigadier Pigott. The left was immediately severely galled by the riflemen posted in the houses and on the roofs of Charlestown, and Howe instantly halted and ordered the left wing to advance and set fire to the town. The officers, however, speedily rallied the broken lines, and led them a second time against the murderous batteries. A second time they gave way. But General Clinton, seeing the unequal strife, without waiting for orders, and attended by a number of resolute officers, hastened across the water in boats, and, rallying the fugitives, led them a third time up the hill. By this time the fire of the Americans began to slacken, for their powder was failing, and the English, wearied as they were, rushed up the hill, and carried the entrenchments at the point of the bayonet. Had Gage had a proper reserve ready to rush upon the flying rout on the Neck, few of them would have remained to join their fellows. ONE:Letitia Elizabeth Landon, known as one of the most eminent female poets of her time, by the signature "L. E. L." which she appended to her numerous contributions in the magazines, was born at Hans Place, Chelsea, in 1802. Her "Poetical Sketches" were published first in the Literary Gazette. In 1824 appeared her "Improvisatrice." She was the author of two other volumes of poetry, and of a successful novel. A spirit of melancholy pervades her writings; but it is stated by Mr. L. Blanchard, in the "Life and Literary Remains," which he published, that she was remarkable for the vivacity and playfulness of her disposition. Her poetry ranked very high in public estimation for its lyric beauty and touching pathos; but the circumstances of her early death, which was the subject of much controversy, invested her name with a tragic and romantic interest. In 1838 she was married to Mr. George Maclean, Governor of Cape Coast Castle, but the marriage was unhappy, and she died, shortly afterwards, from an overdose of laudanum.

THREE:Sir John F. W. Herschel, son of Sir William Herschel, conversant with almost every branch of science, also devoted himself with remarkable success to the cultivation of sidereal astronomy. He evinced very early a taste for mathematics, but did not devote himself to astronomy until after his father's death in 1822. He then gave himself up to it without reserve. At that period the Southern Hemisphere was to astronomers little more than an unknown region. For the purpose of exploring it, he visited the Cape of Good Hope in 1834, where, making use of his father's method, he continued his observations for more than four years, examining with great care, among other things, the nebul? and double stars. On his return to Europe, he gave the results of his labours to the world in a work of deep interest, and of the highest importance; and the value of the services he had rendered to science was recognised, not only by the scientific world, but by his Sovereign also, who created him a baronet. After he was appointed Master of the Mint, in 1850, he took no further part in practical astronomy, but he published many excellent works, not only on that subject, but on science generally; and he displayed a thorough acquaintance with natural history, the belles-lettres, and the fine arts, and translated a portion of the "Iliad." This great astronomer and mathematician died in May, 1871. Lord Rosse's labours to improve the telescope commenced about 1828, and continued unremittingly until 1844. His masterpiece was of six feet aperture and 54 feet in focal length.The National Assembly commenced its sittings on the 4th of May in a temporary wooden structure erected for the purpose. One of its first acts was to pass a resolution��that the Provisional Government had deserved well of the country. But the revolutionary passions out of doors were far from being appeased. Secret societies and clubs were actively at work, and on the 11th of May a placard appeared, citing a proclamation of the Provisional Government dated the 25th of February, in which it unwisely undertook "to guarantee labour for all the citizens," and proceeding thus:��"The promises made on the barricades not having been fulfilled, and the National Assembly having refused, in its sitting on the 10th of May, to constitute a Ministry of Labour, the delegates of the Luxembourg decline to assist at the f��te called 'de la Concorde.'" On the 15th of May the Chamber was invaded by a body of men, carrying banners in their hands, and shouting for Poland. The President put on his hat, and the Assembly broke up. After a short time he returned. The National Guard appeared in force, and quickly cleared the hall. After these measures were taken to suppress the counter-revolution, the Assembly resumed its labours. A proclamation was issued, stating that the National Guard, the Garde Mobile, all the forces in Paris and the neighbourhood, had driven before them the insane conspirators, who concealed their plots against liberty under the pretence of zeal for Poland.

THREE:On arriving in Paris, the Emperor Alexander took up his quarters at the house of Talleyrand, and there the King of Prussia, Prince Schwarzenberg and others came to consult. Talleyrand now spoke out, and declared that it would be madness to treat with Buonaparte; the only course was to restore the Bourbons, under certain limits. As early as the 12th of March the Duke of Angoul��me had entered Bourdeaux, and had there proclaimed, amid acclamations, Louis XVIII. The Comte d'Artois came along in the rear of the Allied army, and had everywhere issued printed circulars, calling on the people to unite under their ancient family, and have no more tyranny, no more war, no more conscriptions. This paper had also been extensively circulated in Paris. On the 1st of April the walls of Paris were everywhere placarded by two proclamations, side by side, one from the Emperor Alexander, declaring that the Allied sovereigns would no longer negotiate with Napoleon nor any of his family, and the other from the municipality of Paris, declaring that, in consequence of the tyranny of Napoleon, they had renounced the allegiance of the usurper, and returned to that of their legitimate sovereign. On the same day the Senate, under the guidance of Talleyrand, decreed that he had violated and suppressed the constitution which he had sworn to maintain; had chained up the press, and employed it to disseminate his own false statements; drained the nation, and exhausted its people and resources in wars of mere personal ambition; and, finally, had refused to treat on honourable conditions: for these and other plentifully-supplied causes, he had ceased to reign, and the nation was therefore absolved from all oaths sworn to him. This decree, on the 2nd and 3rd of April, was subscribed by the public bodies in and around Paris. A Provisional Government was appointed.

(See p. 184.)The year 1763 opened with the signing of the[176] definitive treaty at Paris on the 19th of February, whence it was called the Peace of Paris. Five days later, a peace was signed between Prussia and Austria at Hubertsberg, in Saxony, to which Saxony, as the ally of Austria, was a party. Indeed, when England and France, Russia and Sweden, had withdrawn from the contest, there was little prospect of the continuance of the war. Both parties were exhausted, and yet, of the two, Frederick, in his dogged firmness, and in the almost unparalleled endurance of his people, was more than a match for Austria. If Maria Theresa could not cope with him when she had France, Russia, Saxony, and Poland, all united with her to put him down, the case was now hopeless. The English had stipulated that France should evacuate all the places in Germany and Flanders that belonged to those countries, and Frederick had easily induced the German states, in these circumstances, to a maintenance of neutrality. Austria, therefore, consented to this peace. She stood out the longest for the retention of Glatz, the only place won from Frederick still in her hands, but she was compelled to yield that, too. Both parties returned to the same situations as before the commencement of this fatal Seven Years' War.

On the 26th the boys, who were only eight and ten years old, were surrendered, and part of the money was sent in. Cornwallis received the little princes very kindly, and presented each of them with a gold watch, with which they were delighted. When, however, it came to the surrender of the territory, Tippoo refused and began to make preparations for resistance; but Lord Cornwallis's active firmness soon compelled him to submit. He ordered the captive children to be sent away to Bangalore, and prepared to storm the town, for which both our soldiers and those of the Nizam were impatient. Tippoo gave way; and the surrender of territory according to the treaty was completed.
